Kitty vendor license?

I know this is probably a stupid question, but I saw a person with this vendor license and since vendor licenses are on sale, I figured I'd buy one. However, I don't seem to see this one for sale. Am I blind and just overlooking it, or is there something special you have to do to be able to get this one?b:shutup
