    not sure and not sure people are even bothered anymore, with the map being reset every 6months who the strongest doesn't really matter.
    factions will be more worried about having fun fights where they can vs those more to their own strength than worry about who's the top dog. sice you don't have to worry about 1 faction taking over the map and making Tw stagnant, PWI is going to solve that problem for you in 24 weeks
    so while the reset is good for the mid > low factions it sucks for the top one stuck with 5min rolls, since people don't need to worry about competing with them.

    fun even TW's > being bored at the top

    Karma might in the long run but i doubt its their goal and their only worry is having fun TW's
