Optimizing FPS?

Well i am wondering if there are any ways to optimize my refresh rate. I already have my settings turned way down.

maybe there is something i have not tried, but i am having a heck of a time dealing with it being so laggy in arch or any area where people gather. I know most people experience lag but lately i have been noticing it even more in the open world and such.

let me know any info ya need to know. And where to find it just in case i might not know where it is
