Level 3 Herbs

Hi I'm a level 36 Blademaster and have level 3 Apothicary but I can't pick any level 3 herbs to advance. Is there a quest I'm missing?

    No, you just have to reach level 40 to pick level 3 herbs. You do have to reach level 50 and buy a skill book to get level 4 apothecary though.
