Im Needing Assistance Please Help

i manually download the patch and it said to update my directx 9.0c i did it i shut down updater and everything just installing the directx 9.0c was running i rebooted my pc and try to run the launcher of the game again once i did i click on the big button start and when i click on start nothing happens can i get assistance please how i can get pass the start button thanks

    i been doin this since maintenance ended please help how i can start my game 2 get to put my log in name and stuff
