How do i get the lv 80 skills?

I'm sure someone already answered this, but how, if i'm lv 80, do i get the lv 80 skills?

    You buy them from players that are lvl 95+ and in the right order ._."
    Or ask your friends to get them for you...
    Last option: wait untill you're lvl 95 b:surrender
