Effective flying time

Hi could someone explain the effective time in flying. If my flyer has a 300 effective time, what does that mean, is it seconds,minutes what, and can it be recharged?

    It's 300 seconds of accelerated flight, and yes, you recharge it with the stones you get from decomposing equipment.
