Help with tide born

the tideborn quest chain that you get from your elder at level 40 with the pop up isnt there? my friend is lvl 48 and her elder or none of the other elders have the quest. went to tideborn elder even.

    Make sure he doesn't have a full quest log.

    I'm pretty sure that you must go to etherblade elder to get the quest

    Also make sure you don't have a full inventory when you do take the quest, as you'll need a spot to accept the teleport scroll to Dreamweaver Port.
