What is the point in this?

I started a toon (cleric) and he is like level 3 and this sin comes up to me in plume and wants to duel. I turn him down and he sends it again. And whisper to him that im like level 3? i checked his gear and it was 60's and he said something about 10k coin repentance? WTF is that? and then he stated he was lvl 92... and i turned down like a 3rd duel request and he called me a coward o.0

1. What is coin repentance?
2. And if Sins are so good to have why is this one trying to duel a level 3 cleric?

    Cause sins are essentially **** until they reach level 100. Any pre-100 sin is as useful as that rock over there. Well... I take it back... that rock over there is more useful.
    1. If I kill you; do something about it yourself, don't go complaining to my wife.
    2. If you have less kill counts then me, don't expect me to take pk advice from you.
    3. If you are hiding behind an alt, don't expect me to acknowledge your existence.

    i'd not say sins are useless, you can still use them to play hide and seek. b:dirty
