How to Merge Factions?

Earlier this week i saw a system message announce two factions had merged. I'm curious as to how to do this. I've searched and searched but can't seem to find an answer. Most of the people I have asked in game tell me it's not possible, but have no explanation for the system announcement. Any insight would be appreciated.

    Possibly what you saw was 2 factions allying themselves with each other. Unless you have a screenshot showing the exact wording "merge", I can't be sure.b:surrender

    Thank you Kritty. It's possible this is what i saw and my brain just associated it with merge.
