lvl req to make tomes ?

Hi, i just bought 4 mystical pages from the boutigue agent and 3 fragments another player and flew my lvl 49 char to thousand streams.

When i try using the forge, it sais 0/3 and 0/4 respectively while the items are in my inventory. So i put my faith in someone over there to make the tome for me and luckilly didnt get ripped off.

Why can't i make it myself ? Do i need to be a higher level or is there another problem ? I can do the rebirth order and thus find the fragments (if i could ever find another 5 players that is....) so it would be strange if i cant use them at his level ?
