Faction Base Construction

I am trying to find out information on how to upgrade our faction base. We are at level 2 and are trying to upgrade the monolith, but dont know where or how to do it. Any help?b:cry

    You need people to do their guild base quests and donate all the construction/materials to the guild base manager guy in the corner.

    EDIT: Unless the Level2 is the level of the faction? Faction levels go up to 3, faction BASES go up to 30 or something.
