If anyone can answer this, it'd be appreciated...

I just got a level 92 skill for my Assassin, and it says "Master of Discord." Master of Discord is a level 99 culti isn't it? So does that mean you need to be level 99 to learn a level 92 skill?

    all skills 92 require the 89 cultivation, while 99 ones require culti 99

    No, you only need to complete the 99 culti to learn skills that have a 99 requirement.

    Once you complete the 89 culti (and accept the start of the 99) you can learn the 89 and 92 skills.

    when it came out it was a 99 skill. there were no 92 skills. later they changed that, but getting them to fix the wording on just about anything is like pulling elephant teeth.
