Why does PWE allow private servers?

Did someone **** PWI and simply copy over the server files? Then the same person needs the source files to make changes. how the heck?!

Nothing really will ever be done about them, the amount of time, money and effort required to track them down, I hardly think PWE or the devs down a Beijing care enough to toss there cash away and get less in return.
