so if i buy and use "Blacksmith Training"
ultill my Blacksmith skill Lv3 with 100% bar

does i need to do quest making weapon for 2stars, or no need?

    If you have the skill box, you don't need to make the weapons... you use the enchanted item at the elder to raise your skill level without having to do the quest.
