How do demon bm masteries work?

Hey everyone!
As the thread's name says I was wondering how do the masteries work. Each mastery says that you get 1% increase to critical hit rate. At first I thought it was 1% only when using the weapon to that corresponding mastery but after learning all 4 masteries I saw on my Character Info that I have 4% extra crit with any weapon I equip.
So do I get 4% crit while equipping any weapon? Or just 1% per weapon?

    Its 1% and only when that weapon is equipped. PWI has messed with the character screen a couple times to reflect this and I thought it was fixed but maybe not. Either way the actually rate has always been correct, even if the character screen didn't show it as so.
    Seven 100+ characters leveled the hard way. Free to play. Mystic, Psychic, and Wizard left to level. b:victory
