    I went and re-tested. Nothing has changed, cap is still -99%. At -100%, channel is reduced to -90.

    Verified watching the channel bar and using Eye of Observation (listed under Mag. Save)

    Granted -90% is still VERY fast, but you can still see a difference between that and -99.

    As far as I know the cap is 99% and hitting 100%+ will reduced you down to 90%. You can time it with town portal.

    To be fair, 100-101% channeling isn't insta in private servers either. 97-99% is the magic number and it doesn't make level 59 wiz skills insta-cast.
