How does Defence Level work ?

Hello

The description says :

For every Defence level im above the Attackers attack level i recive 1% less damage.

Would that mean if i have a defence level of 100 and my Attacker have an Attack Level of 0 i would immune to his damage ?

Someone said the Defence level adds x% to your base resistance value. I think thats not true so can someone please help me to clear my question and probably provide the formula how its calculated ?
