Rare pet skills can be found in the weekly event of Temple of Dragon (or something like that). There chance is small though and it is PK enabled so you need to be very lucky. Other option is via Auction House or another person/friend/faction mate/etc. who sells it.

Sage/Demon skill books will drop from FB89 and FB99 bosses while others can be acquired via skill books . You can check the pwi database for every skill and where to find it. The cheapest way to get skills is to be lucky in an FB run as well as to make your own book with Page of Fate. Page of Fate can be acquired from Cube of Fate upon finishing it (one per day). This is how I got a a few of my books.

Rare pet skills will be pricey, depending on the skill you're after. Venomancer lvl11 skill books prices varies. Some can be bought for only 500k while some might even cost 20mil. Depends on your luck, investments, research and patience. PWI database is your friend.
