can't make luck item @ npc

i have perfect token of best luck and i can make oracle and other stuff @ npc. but i'm unable to make any of luck items. why ?

and i have enought of req tokens to make req item.

    please notice that:

    perfect token of luck =/= perfect token of best luck

    there is a huge difference (like 5 million coins, for instance b:chuckle)
