Dual Clienting Problem

Okay, so according to this, we are allowed to run 2 clients on the same computer. But I have a problem.
When I have the first client up, and put the second one up, when I try logging the second client on, it vanishes, leaving only the first client up. I'm running on Windows7, if it matters. What am I doing wrong? Or was the rule just temporary till a patch came along to fix dual-clienting?
Oh, and additional question. The post on that link says that one person can't have more than 2 accounts... does that mean logged on or at all? For example, can you personally own over 16 characters on one server?

^^ This obviously states that you actually can only register two accounts. So more than 16 characters is not allowed.
"Two characters maximum online at once for any situation."
So wether you have 2 or 20 computers, you can only log in with your two allowed accounts at once. So, you can have one shop and one playing char or two shops or two playing chars.
All this is allowed to do on one computer.
As far as your problem, can you give us some more specifications of your computer? E.g. videocard, RAM, etc. I'm running windows 7 and have no problem running two clients. How do you start your first and second client? Sometimes it happens that when you start from the patcher and launch a 2nd client "manual" something doesn't work right. Try starting the two clients "manual" and use the patcher only for updates. That works for meGentlemen, I believe I am on fire0 -
I start my second client by clicking "C:\Program Files (x86)\Perfect World Entertainment\Perfect World International\element\elementclient.exe".
Oh, I should say that the whole dual-clienting thing worked for me till about 2 weeks ago, I think when the anniversary patch was put in.
As for specs... honestly, I haven't the slightest clue where this info is on my computer.0 -

Try setting the compatibility mode settings for the executeables to "Run as Administrator" and try again.
(This would be the files Patcher.exe, Launcher.exe, and elementclient.exe)
That should take care of it.
Do not set it to run in Vista or XP compatibility mode because that will just cause more problems. The only option you should have selected in the compatibility tab is to run as administrator.[SIGPIC][/SIGPIC]0 -
