Used torrent to download PWI, extracted files, click on install.exe, nothing happens

I downloaded PWI from the site using the torrent version. After it was done downloading I extracted the files to a different folder. In that different folder i double clicked the "install.exe" file and nothing happens. Whats going on?b:sad

And I have also tried direct download. But every time I do it shows me a box with a loading bar on it which disappears two seconds later and nothing happens. No installation guide, no message, nothing.
