Finish Quest for lvl 4 blacksmith but it wont let me lvl the skill

i finished the quest for my blacksmith lvl4 skill but i lost the book and now it won't let me do it overagain or up my blacksmith skill to lvl4. what do i do?

    buy the book from the book merchant?

    i tried but they dont sell it they only sell the basic lvl one
