Guards as pets

So this is a deal
From time to time I see red named people with baby pets moving into city guards without guards attacking them, just following as pets. I googled it but found nothing I also forgot to ask how to do that.
I wonder if it's bannable and if it isn't if anybody knows I'd be glad that he/she tells me how to do that.
