ZEN Transfer problem.

Hello, I've just recently started to play Perfect World again, I moved from Heavens Tear to Raging Tides because I wanted to start fresh. So I decided to earn a little ZEN to help me out, but when I try to transfer my ZEN onto my player, it doesn't give me the option to transfer it to Raging Tides, only Heavens Tear and Lost City (I had played on for a few weeks). Anyone have a solution to this? It would be greatly appreciated. Thanks!

I know its very simple and plain, but I like it XD.

    If you have already submitted a ticket to our billing department in regards to this issue, you are ahead of the game and we need you to await a reply. For anyone who has not done so, please submit a ticket to the billing department so that we are aware of the people that are specifically affected by this issue.

    There was an internal error that caused several purchases to get "stuck" and say reviewing.     You might want to try getting a character to lv. 10 before transferring the zen to the server.
