Public Quest Reward Bug

Recently, a friend of mine and I decided to do a bit of public questing on our archer and psychic alts. We teleported to Raging Tide and I picked her up and we went to Public Quest chapter 1 rotflesh. Now at the time I was on my archer (Level 65) and she was on her psy (Level 64) and while we were going there a quest popped up while embracing. So I dropped her and we both pushed ok on the quest(It appeared twice for me and I pushed ok twice). So now we went there and picked up the quest from the quest giver. We were kind of late starting and so, I finished 8th (No reward for that placement) and she finished 7th(Was supposed to be awarded 7 tideborn valor medals) respectively. So i picked her up and we flew back and she never got the reward. So we had to trash the quest and pick it up again to do PQ....after a long public quest because not many people were doing it at the time I managed to finish 1st and she managed to finish 2nd(we were in a squad). So I avoided carrying her because I know rewards arn't giving out sometimes when we do that and niether of us got any reward...we tried leaving our squad we tried waiting for about 10 minutes...and eventually I relogged and the quest failed. She trashed it afterwards. I have never experienced this problem with public quest before on any other character. Anyone know what the issue is and if there is any chance of getting the medals?

Could her quest list have been full with the active PQ going? Award quest wouldn't have had anywhere to go in that case.
