    the cash shop. or some of the merchanter cat shops in archosaur. bronze charms go for about 400,000 coins, if anybody ever re-sells them; platinum ones for more like a couple million each. or you could gather up 50,000 dragon points from NPCing DQ drops and get an event gold card, those can be used to buy charms as well.

    i believe you also get a bronze one from the supply stash, and you get the equivalent of an untradeable platinum one when you finish the goshki quest chain

    Silver charms can also be obtained through event gold (again in the cash shop) - you get this through the weekly events or by selling DQ items to vendors, then buying it through http://pwi.perfectworld.com/dqrewards

    Your best bet however is:
    a) Try to avoid needing them very often.
    b) Buy from other players.
