Do seeker need vit(stats) or full str refined for tw and pvp?

Hello i just managed to get my rank 8 and currently working on the sharding and refining before working on the getting the helm and tt99 wrists and boots (or rank 8). My question is this. I know that hp isnt so important for pve , but however pvp is.

The probably is i would probably need really high refines maybe for pvp and tw.

So my question is this?
Should i go full str for pvp, or wait till i get alot of refines and gear, quiet frankly will take a while and hard work to get. Or i add some vit for tw so i survive and keep it like that, or reset to full str?
