Questions regarding faction icon

Hello everyone,
I have a few questions about submitting a faction logo.
So I made my faction today and leveled it to 3. When I go to my profile it still says:
* You must be a leader of a Tier 3 Faction in PWI to submit a faction icon.
Does it still have to update? Since I made my faction level 3 just 1 hour ago.
Second question:
How long is it going to take for the icon to be uploaded onto the game?
