Punishing Sting Trouble

Punishing sting isn't listed in my availible skills to buy. i have plenty of money and spirit. I haven't bought it the first time. and i have 2 skills that require that i have it. Any thoughts as to what i should do?

    It's been a while, but I do remember that there's a light blue quest you need to do. You kill a plant and get a book. You then take the book to the skill trainer. Basically there's a quest you gotta do to get a book. Good luck!

    go see Blackinfist (or something like that) the first mage to get quest for book. if u fail the quest go back to him to get the quest again.
