Cannot Change Faction Icon

Hello. I'm the leader of a level 3 faction. I know in order to change the icon image, I have to go to My account>Faction Icon Submission and then upload my 16x16 image there.

Here's where the problem comes with it: It won't allow me to change ANYTHING. It won't allow me to type in my character name, guild name, or server. As for the image, I can't even click on "browse" to begin looking for it. What's up?

Hello. Thanks. I didn't see it until you pointed it out. I'm still new here and trying to find my way around the forums. I thought it was just me going through the problem.
