Perfect World is based in the Pacfic time zone on the west coast of the United States.

This means that they are GMT -8. That is 3 hours behind Eastern time which is GMT -5.

The TW times are in military times, so when it says 20:18 you take the time and start at 12 (noon) and go:
    13 - 1
    14 - 2
    15 - 3
    16 - 4
    17 - 5
    18 - 6
    19 - 7
    20 - 8

TW times are always at 8 PM for Pacific time. This means you add 3 hours to 8 PM and you get 11 PM.

That is how you figure out the time for TW.
Nothing worthwhile to mention here, enjoy the animated signature~

You just add 3 hours when converting west coast to east coast.
