How can i report a guy?

Look.. my problem is this... A guy we'll call "x" sent a whisper to my girlfriend insult of all, then her in shock, told me personally! (we live together) and whisper to the guy who answered insulting, this is because as frusttrante can report these people? sending a single ticket? will not say who he is, will not make the catch here is that that is not right, but how the hell I can report it? catches but did not quite understand this from tech support, I hope a GM or mod can help me, thanks in advance.

    black list mr " X " from both your accounts.

    I've had a similar situation in game , a buddy of mine was truly getting harassed by a higher lvl player ( both are pretty young)

    kept following him around and KSing for no reason ( knowing the guy was new and pretty much had to stay in the starter zone)

    lets just say he reported the best he could and nothing so blacklisting is your friend.
    19k Hp and rising my goal is 20k unbuffed (would love 25k )
