Hot bar glitch

so i place a skill in the f1-f8 hotbar and when i click to expand the hotbar i have 2 blank extras that i can put skills in, then a copy of the f1-f8, i know its prolly a noob question, but how do you fix that?

    o.o It's not a glitch, that's how the hot bar is set up. <_< One of the other buttons on the side that kinda looks like expands it one row at a time without the extra f1-f8 copy row appearing. Try clicking that (note that you have to click it twice for all three rows to show up).

    but how do u lock the spell in the 1st f1-f8 so they dont change when u drag spells to 2nd bar to mouse click?
