Trouble getting LV5 Runecrafting?

I'm trying to level my Runecrafting skill at the Archosaur Elder. The proficiency is at 45/45 and I have the LV5 skillbook, but when I go to the Upgrade pop-up, the only choices are the first four crafting skills (which I can't upgrade as of yet). I'm level 91, but is there some sort of level requisite or other quest that needs to be completed first? I appreciate anyone's help. :)

Edit: Found the answer: LV5 Runecrafting requires a LV99 character. :D

    As you can see, you can only get them by exchanging those rewards you get from the Divine Contracts.
