Tailor 6 missing quest

Evanera - Heavens Tear

I have tailoring level 5, and the mastery is at 60/60. I was informed I needed a book for it, and checked the Arch elder, and 1k elder, neither of them had a quest for me. I checked the database, and it told me to go to the Tailor in Hell. I went there and there was no quest either.

Any idea on where I can get the quest for the 6 Tailor book?
