wizzie mastery question

on wizard sage mastery is says it increases earth,fire,water dmg by 25%. i just wanted to make sure if its +25% like it increases it to 45% or does it incerease it from 20% to 25%?

    20% to 25%=+5% gain

    increasing from 20% to 25% is a gain of 5 percentage points, but proportionately speaking is a gain of 25%. this since 5 points is one-fourth (25%) of the original 20 points.

    so, yes, the skill description is both literally correct and horribly badly worded. they could have explained that much better.
