Possible to make -int gear??

I was wondering if i could create -interval gear using the tailor or blacksmith skills? if so what is the chance of making them?

Yes, you can. The chance for -0.05 interval or -3% channeling is about 0.1-0.5 percent, depending on the level of gear, while the chance for -6% channeling is bellow 0.1% on high level gear.
