Banned for region reason

Today when i was playing,
yet i can't hold the lags anymore
so i checked the internet and i found this program W***st
it says it could speed up my connection
i checked the whole website
and googled it just to make sure is it safe or not
i used it,and a few secs after i logged into pwi
it says "you have been booted"
i can't figure out what is exactly happening
i live in indonesia.
please tell some infos like
how long is the banning period,is it a perma?or?
and will the GMs return my account or not?
