Devour Vs Heart Shatter

I was wondering b:avoid

Lv.10 Devour : 50% less physical defence
Heart Shatter(Sage): 50% more damage from Physical Attacks
(Or 35% if lv.10)

Which one does amplify physical damage more?(Let alone that both can be applied)

Also,by reading the HS description:

First line says:
Casts a debuff on the target that lowers their Metal and Physical resistance.

Second line says:
Any Metal or Physical damage received is increased by XX%. Lasts for XXX seconds

But lowering Physical Resistance isn't equal to a damage received increased(e.g. HF increase the damage received without lowering target's defense).

Probably like Extreme poison.
