It's about looking pretty and it really depends on the person on what they like or what not. Since your armor doesn't always match its nice to have some. I recommend mixing and matching fashion instead of going for something all one color as that is more expensive. Dyes are sometimes the most expensive part of fashion, especially when you want the most expensive colors: black, white, and pure red.

    Here is my fashion:

And here is a thread where people show off theirs so you can see what it looks like, maybe get some ideas what you want.

Added later: Also forgot to add that you wear the fashion OVER your armor, so even though it adds nothing to your defenses you can still wear your armor while wearing fashion. If you bag (default shorcut is B) you will notice at the top a little circle and then the word armor, and then a little circle and the word fashion. Click fashion will display your fashion instead of your armor and vice versa.

Just to add, fashion is good for hiding armor: whether you're between sets and don't like how it looks, don't like the set you have to wear for your class, or don't want people to know what you're wearing right away.

For instance, it I had my gear refined to +12 and I wanted to pvp, I might not want my enemy to see my massive glowy armor of awesomeness.

As frar as how to get them. You can buy them from the item mall

eerr don't buy them from the item mall though, buy them from the auction house. 9 times out of 10 it is cheaper, especially for older sets. Make sure you are getting a decent deal though, check out the price of gold beforehand. For example you see a 5 gold top you really like in the cash shop/item mall. You check in the AH and see someone selling it for 4.5mil. Then you check the AH and realize that Gold is at 1.2 mil a piece. That means you could have had bought 5.4 gold instead (enough for that top and a pack) if you buy it from the auction house. This is not a good deal. So yeah if the seller lists it remotely close to the gold price, double check it first to make sure you are getting a good deal.
