Head hunter is a noob?

So this has happened twice today. I lost access to the next part of a quest earlier in the day. I don't know why but the head hunter won't give me the quest. I think he must be stupid. But the picture speaks for itself so if anyone knows what the problem is I'd love to know. Thanks!

    From my experience, you can only pick up each quest once a day (aka BH1, BH2, BH3). At lvl 5x at times you might get two BH1's, and if you do both of them you can only turn pick up one BH2. The other bounty order will just sit in your inventory until it expires. Does this answer your question?

    I bet that's it because I did have a bunch of bh's I hadn't done from a year ago (because I just returned from a break) and I had a bh1 and a bh2 that i completed and turned in for the next parts. But yeah I think that answers it. I completely forgot that it worked that way. Thanks!
