UGC Question?

After doing quite a few offers on PrizeRebel, I managed to get a 5$ UGC (ultimate game card). I was going to cash it in on here, and it seems as if PWI only accepts 10$ and up. Is this really true? If it is, all that time I spent filling out those annoying offers was wasted. b:sad
