Emerald moon npc location help!

I cant seem's to find this npc, I need him for tideborn quest lvl 59 called: Sorrow shore.

I know the cordinates are 648.111 but i dont know the number thing in this game.

How the hell can i find this npc, Near which city he is?

    your best bet is to learn how to use that number thing.

    First of all, Emerald Moon is a "she" :P (Even though most nightspike are female but have male sounds... Which frightens me)

    Second of all, if you learn the number thing, or, the coordinates, you can pinpoint her very easily.

    Third of all, if you just want a general location, she's the mermaid NPC under a mushroom beside the power device directly west of Craftsman Betep - simply go to Betep, fly up, and fly west to the nearest power device you see, she's very close by.
