What Does Refining do?

i have looked in the forums trying to find out what refining does but cant seem to find it. plenty of threads on the mathematics on refining without dragon orbs, but none explaining what refining does. Another question: How do you make those green and yellow colored weapons? I have made natural blue colored weapons and was just wondering how you made those other colors. any help would be greatly appreciated.

    the weapon glows have nothing to do with refining. and there are several different ways to get several different "glowy" effects on weapons and armor; see here for details on the glowinesses.
