Mystic Ressurect problem..

Ok I see I'm supposed to have the Mystic Ressurect skill at lvl 19, i did all quests and still can't get it I'm now level 35, and still can't get it I'm doing culti for fb29 and still can't get it....why i have the money and spirit.
