    That would be the celestial fashion hair. You get it from the mailbox celestial exchange for so many celestial insignias from the Tiger event. There is another version of the same hair with a black butterfly/flower that is the Noire hair from the same place.

    From Tigger event every monday.
    If you score enought you can get a reward box at the end of the event and get some celestial rewards from it to trade for the hairstyle.
    You can check the mailbox quest - Celestial Exchange for futher info.
    If you get it from Celestial Shard it will be bound to your character, the one from Celestial Insignia trade is not. It also has two versions sage or demon.
