Divine Contracts Issue (Bug? / Suggestion?)

Okay, I do not know where this should go, so I am posting it in general and perhaps a mod can put it in the right place.
BUG:
I am exactly level 80 and as far as I can tell, the Divine Contracts are no longer available to me.
(I know, once I level they will be, but I would like to stay at level 80 for a while and try Trophy Mode Wraithgate first.)
DETAILS:
When I complete a Bounty Hunter 1 quest, I get a Divine Order of the Void.
When I take the Divine Order of the Void to the Divine Emissary of Void, there is a gray scroll symbol above his head and the Divine Contracts list is empty.
I have not received any contracts previously within the last 24 hours (more like 72, and those were Shadow contracts anyway).
I suspect that the problem is in the level requirements not overlapping properly, as a person who gets a Divine Order of the Shadow at level 80 (from an old BH 1) can still use that to get Divine Contracts from the Emissary of Shadow.
But here's the thing: Why is there a level requirement in the first place?
If a player has a Divine Order of the Void, then they should be able to get the Divine Contracts from the Divine Emissary of Void.
If a player has a Divine Order of the Shadow, then they should be able to get the Divine Contracts from the Divne Emissary of Shadow.
The only potential concern is the Divine Order of the Light (which is not "earned" per se, but rather is just received) but it expires once a person reaches level 50 (or is it 51?) anyway, so this should not be a problem.
SUGGESTION:
Remove the Divine Contract Level requirements and simply allow a person to get the contracts so long as they have an Order.
OTHER THOUGHTS:
In fact, since it is possible to have more than one Order at a time, it would be even better if the Orders could be used, in the same way as Seals are used, to "refresh" the list. So, to get a list, a person has to turn in an Order (like a BH 2 or BH 3 Order). If they have more than one Order, they can turn each one in and get a new Divine Contracts list each time.
To make this work for the Divine Order of the Light, the player could have to see General Summer each day (like other daily quests) to get a new Divine Order of the Light to be used to get new Divine Contracts. The Order is only available once per day and cannot be stacked (although you could use yesterday's Order today to get a list of Divine Contracts, then get a new Order for today and get another list of Divine Contracts).

The Divine Order of the Light doesn't expire once you get past lvl 50/51 it sits in your inventory until you get sick of it and NPC it.0 -

what annoys me is there a refresh for the void but there are no seals for void.[SIGPIC][/SIGPIC]

Everything has its beginnings, but it doesn't start at one. It starts long before that... The world is born From zero. The moment zero becomes one is the moment the world springs to life. You need to be level 81 to get divine contracts of the void. They start giving you the orders at BH80 though. They should just align the contract level requirements with the BH level requirements but the devs are really sloppy.[SIGPIC][/SIGPIC]
