Issues leveling my crafts?

I've been having this issue with my apothecary skill since lvl 3. Well, now that I'm trying to level my tailor skill, it's stuck too it seems.

I'm trying to level from lvl 5 to lvl 6 tailoring.
I'm level 81, and I have crafted enough items that my bar is "100%."
When I go to learn my skill from elder, it says I can't learn this skill and that my mastery level is "60/80?"
I have PLENTY of spirit and coin.

Sorry if this issue has been addressed elsewhere. I did some digging and nothing pertinent arose.

    and, since you didn't mention it; have you done the quest?

    I have not done the quest because I haven't gotten it. I'm still stuck at 5, unable to pick up the quest.

    if you have tailoring level 5, and are level 80 or higher, and your quest list is not full, then there's no reason you should not be able to go to the archosaur elder and pick up the quest. if all those are true and the elder still won't give you the quest, you're the victim of some sort of bug; you can try to open a support ticket, or i suppose you could try buying a skill box.

    I know I have lvl 5 tailor 'cause I can craft lvl 5 armors.
    I know I'm higher than lvl 80.
    My quest list isn't full, it's only at 16/20.

    I've talked to the Elders in Archo, Raging Tide, AND Dreamweaver, and all of them say I can't learn the skill.
    I'm not paying 30 bucks for bug-work around, so I'll be putting in a ticket after work.

    before you write a ticket check the quest npc again. The elder in archo does not give you the lvl 6 quest for tailor so to start the quest there is another npc.
