why cant i log onto pwi

currently when i try to log on to pwi it says like 20 seconds elapsed and then it says unable to connect to server. is this a problem for me only or anyone else and when is it gonna be fixed

    retired 11/11/2009 cause of packs. came back 8 months later just to realise it got worse. retired second time 10/11/2010.
